Project-based Advocacy with Catalyze SV

We are very excited to let our general membership know this new affordable housing project in Centerville will be established in Winter 2025. Fremont for Everyone is partnering with Catalyze SV and is working with affordable homebuilder, Resources for Community Development (RCD) on this project.

Our goal is to follow, shape, and advocate for the successful implementation of this affordable housing this project from conceptual to completion.

Our members received a presentation by the homebuilder and were given an opportunity to present their own ideas and provide feedback through Catalyze SV’s standard scoring processEarly involvement in the development process is the key to achieving the type of projects we wish to see in our community.   This type of opportunity is rarely given to the general public;  even our elected or appointed officials (Planning Commissioners & City Councilmembers) typically evaluate projects only after they are far too along, which limits the ability to incorporate meaningful feedback.

Members used the 7 criteria from Catalyze SV's Scorecard to score the project. They include: Community, Vibrancy, Transportation, Sustainability, Intensity/Zoning, Affordability, Legacy (when applicable). 

Project Description:

The project is located at:  3900 Thornton Ave, Fremont, CA, 94536 (next door to the Artist Walk complex.)

The project proposes 128 units of affordable housing, including 1 managers unit.  66% of the units will be intended for individuals and small families (1 Bedroom / Studios) and 33% will be intended for families (2 - 3 Bedrooms). 

The project will target income levels including:

  • 25% Homeless or At-Risk of homeless (including 15% Permanent Supportive Housing)

  • 41% Very Low Income (A household making 50% or less of Area Median Income)

  • 24% Low Income (A household making 60% or less of Area Median Income)

  • 10% Low Income (A household making 80% or less of Area Median Income)
